Now available: a guide to the IPCC's new RCP emissions pathways | Graham Wayne

New PCR

IPCC describes four scenarios of how the world might change in the future, climate research and modeling

When I started looking for a refutation of the myth that the future rise in sea level had been exaggerated for skeptical science, recent work often called "Roads concentration Representative (PCR).

PCR replaced the Special Report on Emissions Scenarios (SRES) and used in the Working Group I: The Physical Science Basis, the first part of next assessment report of the IPCC Five (AR5) , to be published in mid-September.

Need more information

I searched "summary" practice CPR data, science and development. There was not one. When I discovered what I wanted to hear from the primary literature, I did not realize a practical guide / reference would be a useful thing to have fucked. I suppose you've already guessed what I do next?

PCR are the third generation of scenarios. The first set - IS92 - were published in 1992. In 2000, the second generation - SRES - were released. The latter are currently used PCR.

Like its predecessors, the representative concentration pathways are a set of rules used mainly by climate models. Research is being conducted in many countries, and the PCR provides a common approach, based on an agreement on climate change modeling. The data sets are used to initialize the models that everyone starts from a place everyone can understand, using the values ??everyone knows. PCR reduce duplication and save money, climate modeling is an expensive business. They also provide a way to compare the results and conclusions to communicate easily in a wide range of interests.

So what are the representative concentration pathways? There are four: RCP8.5, RCP6, RCP4.5 and RCP2.6 (the latter also known as RCP3PD, where 'right' means the peak and decline). The numbers refer to the radiative forcing (global imbalances of energy), measured in watts per square meter in 2100.

Each PCR was developed independently by a modeling team whose previous job was a close match starting requirements for new scenarios. To determine the trajectories of emissions and forcing each PCR, review teams of the literature and summarized values ??for a wide range of scientific and socio-economic data, such as population growth, GDP, air pollution, land use and energy sources.

Why do we need new scenarios? One reason is efficiency, PCR allows greater flexibility (and cost reduction) in the modeling process. Perhaps the most important improvement is that unlike SRES, PCR allows teams to test various social initiatives, legislative and other political and economic effects and see results mitigation and adaptation to environment.

variations in socio-economic models are called stories (or stories) and should be a key element of the ongoing research on the best way to fight against climate change at regional and global levels. The IPCC AR5 Group 2, "Impacts, Adaptation and Vulnerability", published in March 2014 a report on the new "" common socio-economic pathways (SSP).

Climate models are essential and valuable tools. Despite many critics, there were many predictions that the main criticism must be that they are too conservative. Even the early models of gross proved surprisingly accurate, you can read here

Understanding scenarios help us to understand the reasons and the information they produce .. Science Concentration Representative Sceptic Beginner Pathways Guide available as an online resource (also available in PDF). The guide is divided into three parts: In Part 1, we explore the historical background explains why scenarios are needed, and who uses them. Part 2 begins with a review of the application of new scenarios, and describes their development. In Part 3, we examine the scenarios in detail, considering the technical aspects, the differences between the four regional consultative processes, and how they compare to previous SRES scenarios. The public can also use the database CPR, the central resource for data that make up each track.

Nicholas Hytner attacks Southbank Centre redevelopment plans

artistic director of the National Theatre says plans neighboring places will be "irreparable harm" to the theater stage

Neighbors

at war, but this time the controversial extension no ordinary conservatory, but in a piece of glass large enough for a symphony orchestra.

one hand, the director of the National Theatre, Sir Nicholas Hytner, has launched a scathing attack on the ? 120m redevelopment plans proposed by the Southbank Centre next, led by artistic director Jude Kelly.

Hytner said operators Royal Festival Hall and the Hayward Gallery threaten to launch its theaters in the shade, demolition popular view of the river and, perhaps more significantly, allowing commercial ambitions outweigh compliance of cultural heritage.

Hytner made their concerns over a slow fire to 2,683 words formal objection complains that the plan will hurt the founding values ??of the National Theatre and unneighbourly drive a wedge into the heart of the largest concentration of arts centers the scene in Europe.

The lawsuit was filed this week in the London Borough of Lambeth, who will vote on the project this fall. He says "irreparable harm" will be held in the National Theatre The Grade II * listed buildings designed by Sir Denys Lasdun, and warns that "night vision London firm" across the Thames is threatened. Hytner said National noted with growing concern about the plans, which are topped with a glass box repetition "upscaling and dominant" with a space for a large orchestra and choir. A new building Hytner seems to consider art equivalent center of a leylandii hedge to block out light and spoil the view, he said.

Southbank

Executive Director, Alan Bishop, describes the format of a National "tone quite robust, but that is a normal tone of Nick Hytner," noting that the National Director was invited to several meetings consultation, but did not attend. Hytner says also raised no problems with it before the filing of the complaint, although the National said two board members did. Southbank Centre said in a polite but difficult, challenging directly some of the claims of his neighbor and is committed to moving forward with a plan which he considers vital to the continued success of all arts.

"We have very friendly relations with our neighbors next door, so we were sad that they are so worried," said the bishop. "We are working on this issue very carefully and we know that we can not make everyone happy, but we have 27 million people pass through the site [each year] and we must try to balance the needs of others and those of our neighbors. 're going to hear, but if we continue to do what we proposed in the first place. "

Attack

Hytner said the scale of the building was "not dictated only by the cultural value, but also the business ... So, in fact, the volume of the building which obstructs the view of the National Theatre is largely dictated by the income it generates. "

Obama slams Congress over 'Band-Aid' fix on aviation sequester cuts

President will sign the bill to facilitate the airline industry, but says most deserving sectors continue to suffer cuts

President Barack Obama warned Congress about his "Band-Aid" solution to air traffic delays induced removal, saying Saturday that short-term solutions were irresponsible governing.

On Friday, the House passed a bill to facilitate the trip interruption caused by budget cuts. He took a quick vote in favor by the Senate yesterday. Obama is expected to sign the bill. But in his weekly address Saturday, he chided congressional Republicans to approve relief from the Federal Aviation Administration (FAA), without regard to other areas affected by the kidnapping.

Obama said: "Because of these irresponsible cuts, there are parents whose children had just been expelled from Head Start programs scrambling for a solution are the elderly who rely on programs like Meals on Wheels looking to live in independent .. There to help the military community - families who have already suffered enough. - Adaptation under new strains all because of these cuts "

Regarding delays in air traffic Obama mocks lawmakers in Washington, suggesting that it was only because "go home every weekend" that many members of Congress " who insisted the cuts beware, they finally realized that they actually apply to them too. "

"So Congress passed a temporary solution," he said. "A Band-Aid. But these reductions are expected to continue to decline in other parts of the government to provide vital services to the American people. And we can not continue to put bandages on each section, there is a responsible way to govern.

"There is only one way to really solve the kidnapping:. Through its replacement before it causes major damage"

Welfare reform is needed but the bedroom tax will end badly

The "tax" recently, whether for compensation or seeking public finances and will likely become the capitation 2013

April Fools' Day has announced the establishment of the "tax" or as David Cameron prefers to call it, the vacation pay. Whatever the terminology, what difference will it make to meet the housing needs and make savings in the protection tab of ? 200 billion in the United Kingdom?

is clear that our social security system should be reformed. It takes little or no resemblance to the system provided by Aneurin Bevan and Sir William Beveridge. In real terms, costs in 1945 are estimated at ? 11 billion. The social security system of the current bill is almost 20 times that amount. Successive governments have included all kinds of benefits in an already too complicated. Take only benefit parents. It is almost impossible to understand and full of hypocrisy, injustice and, in too many cases, the striking results.

welfare system, as well as the nationalization of major industries, the birth of the NHS and a massive increase in housing construction in the public sector has been designed as a system of contributions from taxes and social contributions to create a just and equitable society with safety nets, backups and better conditions of life for UK citizens.

There are 180,000 households will be docked 25% of their housing allowance if they have surplus rooms. However, the policy has little or no effect on the level of the strategic management of public housing in the nation. The real benefit to the public purse is tiny anyway. With more than 600,000 people affected by the changes, 70% are people with disabilities, pensioners and also excluded, leaving little real money to be derived, especially if you consider the bureaucracy.

In recent weeks we have seen the reverse coalition government with grants for foster parents, military families overseas now exempt -. And many others could follow

Many will jump at the chance to move to a smaller home, if one was available and, equally, if the education of their social, family and health could be met. Many social housing providers and encourage people to reduce their size, and there is no longer the incentive system offered for rent € 10,000 people out of public housing and to allow people with high needs housing to move

The answer is to try to dismantle the welfare state, the elimination of hypocrisy, overworked and financially more attractive for people. There are alternative methods. If the levels of the disease in the public sector were the same as those of my company (0.4%), while all social housing providers allow their properties on the same day they were available and reduce the arrears what we do, after nearly 18 billion pounds, nearly a quarter of the reductions proposed public spending, it could save.

In this context, the fiscal room should be considered a trivial, heavy drastic measure, it may be the poll of 2013.

Are NKorea's neighbors at risk of nuclear strike?

FILE - In this Sunday, April 15, 2012 file photo, a North Korean vehicle carrying what appears to be a new missile passes by during a mass military parade in Pyongyang's Kim Il Sung Square to celebrate the centenary of the birth of the late North Korean founder Kim Il Sung. North Korea has moved a missile with "considerable range" to its east coast, South Korean Defense Minister Kim Kwan-jin said Thursday, April 4, 2013 but he added that there are no signs that Pyongyang is preparing for a full-scale conflict. The report came hours after North Korea's military warned that it has been authorized to attack the U.S. using "smaller, lighter and diversified" nuclear weapons. It was the North's latest war cry against America in recent weeks, with the added suggestion that it had improved its nuclear technology. (AP Photo/Ng Han Guan, File)

Jaron Lanier: the digital pioneer who became a web rebel –interview

is one of the most respected voices in technology, a visionary who helped shape our digital culture. Recently, however, he began to warn against the consequences of flight probably in a technological future. This is what explains why he became a dissenting voice - and what worries more

Jaron Lanier is the rarest of rare birds - an uber-geek who is very critical of the world created by the technology he helped to create. Now, at age 50, became known in the 1980s as a pioneer in the field of "virtual reality" - the development of computer-generated environments where people can interact real. Since then, it has attracted the label "visionary" is not always a compliment in the computer industry, which is designated as the

New Yorker memorable said, "The ability of mercury penetration and lack of practical skills."

In person, it looks like the idea of ??taking a technology guru: thick, casual clothing, no socks, beard and dreadlocks. However, they also have good people skills. He is friendly, intelligent, friendly and talkative. Her shrill voice belies its physical volume and laughed a lot. He is a talented musician who is widely read and write prose accessible and sometimes eloquent. His latest book -

Who Owns the Future

- is sobering reading for anyone who cares about what the cultural critic Neil Postman called "Technopoly" - the The main objective belief that labor and human thought is the calculation of technical efficiency, which is above the human trial.

Lanier thought in this direction for some time. An earlier book of his -

not a gadget: A Manifesto

- argued that the Internet was in jeopardy human interaction, we stifle creativity and change people . Lanier was particularly scathing about remix culture, he considered not only ethically questionable, but also doomed to failure in the long term. If we have a world in which artists can not live on their work, eventually you run out of things to remix. His new book this perspective much further articulates three main ideas. The first is that the Internet has encouraged us to process information in the frivolous spirit manifested by the trope "information wants to be free." So, treat it as if it was free and therefore make it more difficult for certain types of work to earn decent livings. But once you get to the point that the world is really run by the software, this view will be relaxed economically unsustainable.

The second idea is that the decisions we make in the design of technology systems will eventually come back to haunt us. One of the heroes of Lanier Ted Nelson, the visionary who invented hypertext and imagined a world in which everything is written dynamically linked so that mankind could be infinitely creative in combining ideas. But Nelson believes that the relationship must be a two way process and also include micro-payments, so everyone will get paid every time someone uses their profession. Finally, we have a world of hypertext in the web form, but with a road linking only.

Finally, Homer is a metaphor to highlight what is wrong with our current ecosystem. The web has evolved from what geeks call a client-server model to a system dominated by what Lanier calls "mermaid servers" such as Facebook, which contain billions of Internet users in slavery without sharing wealth generated with the people who create the wealth in the first place. In the Odyssey, Ulysses Circe warns against mermaids "that enchant all who come near them." If someone gets too close to them unwisely said, "his wife and children will never be welcome at home, sitting in a green field and warble him to death with the sweetness of their song." Addicted to Facebook, please copy.

John Naughton:

Many commentators

characterize as an "against-" by offering a story that goes against conventional wisdom on our interconnected world . The problem with this qualification, however, is that most other geeks Mavericks not, then it certainly is. You say that your colleagues technicians tolerate dissent of his story. It sounds like they take a condescending attitude. It's like they say, "Oh, it's just Jaron off on one of his rants again" And behind this is an implicit consequence -. Whether their belief in the story will not be diminished by what you say. Is that how you see it?

Jaron Lanier:

I'm not the only person who thinks too technical, but I'm the only one who also writes. I have a foot in both worlds. And there are other numbers that are noteworthy. At the beginning of the

not a gadget , for example, is a list of people they regarded as belonging to the humanist tradition computer. And some of them write very well. However, in the current group of computer scientists do not know if someone else do what I do. This is what worries me - the fact that there is more diversity in the writing of the computer. It's not that I hope you will agree with me, but I expected more diversity than I do.

JN:

are very good at explaining how, once it becomes an established technology, we become locked into it. It becomes an important part of the infrastructure of our lives that change is unthinkable. And yet, I think if radical changes we then headed to serious problems. If you are right about "lock-in" does not mean that his campaign is essentially Don Quixote - which are the windmills

JL:

In truth, I was more chimerical in the period leading up to the current orthodoxy. What I said in the 1980s

was entirely chimerical. Now they see me as more realistic and grounded. I have many emails from people who agree with me, but are impatient and want to propose methods to move to a better situation very quickly - with a sort of Ponzi scheme that people buy quickly, causing things change quickly. I always say to these people that what I am advocating is in fact a process slower and more deliberative. I'd rather have 20 or 30 years, it is likely that the time we have before automation jobs crisis become serious. What I prefer is to defend not change as quickly as possible, but to engage in a political dialogue and long-term deliberation, why I wrote a book instead of proposing a Ponzi scheme to cause a rapid transition. In addition, our current arrangements can not drive to lock the end, because it is not sustainable.

JN:

You said hard things about the mentality that celebrates our ecosystem of networked information. Expressions such as "digital Maoism" and "hive mind" come to mind. But "Maoism" was an ideology that was responsible for the deaths of between 18 million and 40 million people. Were you using captivating images to shock people out of their complacency?

JL:

JN:

One of the things that struck me forcefully in his writing, it is thought that is implicit in all the elections he is a technique some philosophy or ideology. The Internet that we use today, for example, has been identified as one of its most important characteristics, because the designers are not concerned about the possibility of trusting the system users. But it is not the only type of internet that you may have.

Similarly, the World Wide Web as provided by Tim Berners-Lee could have bidirectional link embedded in it (which would have provided a system of mutual settlements), more than one way link embedded in the original design. Part of his argument, as I understand it, is that some design decisions back to haunt you.

Secret Teacher: leaders can't afford to forget behaviour management basics

Everyone at school has a duty to respect the rules of behavior management, especially senior management teams

"Wait! Stop talking! Wait! Shut up! "The voice in my head is screaming.

Imagine the scene in our school hall:. 300 students sat in groups of tutoring course alongside their friends, and there is a buzz of murmurs and whispers in the room

my rant silently in my head - "Wait! Hush" - And I know that the only person in liquidation me, it is because this rant is not directed to students . It is assumed that a member of our management team and pastoral director, was at the front, they talk about students. They are not heard by the vast majority of students, but still.

Try returning students was a farce, and finally the group throughout the year (and support teachers) are punished and remained in place after the end of the hood. I served my sentence in silence, but if I had been able to produce steam that would have been out of my ears.

Managing student behavior is part of our work, and punish students who were in my opinion very unfair. The administrator has no pastoral experience teaching (now that's another rant), has not given any public speech or behavior management training (oh, and another) so I can forgive him a little, but I can not believe that SLT ads just went ahead despite the fact that students were still talking.

Is this really the problem: TSL are teaching conditions and mutually exclusive? The. Further up the greasy pole climbs, the more you move away from the front line of teaching, I sincerely believe that behavior management strategies should be implemented, they must be adapted and improved for different students and s If they are not teaching, how the devil to learn what works, and especially what does not work with your current cohort?

behavior
rapid decline in this age group is the talk of the staff room, especially among our new teachers, and from what I have seen students given an inconsistent message in terms of what is acceptable and unacceptable behavior. This inconsistency means that some of them try to push the boundaries. I know that the school management is complex, and because of this complexity, it is easy to forget simple things SLT but essential. Never forget that effective performance management is essential - it can be a serious obstacle to learning. If we allow this to happen, we do not favor students and in the worst case, could mean that some of them will not reach their potential, and unless we stop the rot could lose some teachers discourage profession.

We, and I mean everyone who calls himself a master, and includes SLT enough obstacles to overcome, and we must remember to put first things first: the management of behavior has to be at the top of our list.

Reading 1-2 Aston Villa

Paul Lambert repeated like a mantra throughout the season. "We're fine," said Aston Villa. This is one of Glasgow on the intensity and the impression was that if he says it enough, you can make this happen, so that the force of his personality may want an inexperienced team in member of the Association 25 years extended elite

This victory, second in 12 games in the Premier League, was a tonic for this purpose. Villa has survived its latest self-inflicted wound, a goal against his black humor of Nathan Baker, and the highly controversial decision to disallow what would have been an equalizer for reading Noel Hunt offside to extricate themselves from the relegation . Wild scenes between fans traveling full time whistle told their own story.

nurse remained despite bitter, not only for their own terrible defense in the first half. They reached the head of the second period, but if the offside call stuck in his craw, they could not risk another. Home feels vital to their survival prospects and, as such, was a hit.

There are up to five million compelling reasons for clubs to ensure that it is not the season to come down, what with the new TV deal begins mega First League during the summer, and for reading and Villa, the pressure is the kind that happens in the stomach.

is a time of agitation rhetoric - Lambert spoke of a "total war" - and when the head must be made when all around the loss, or routine miskicking released their own goals and, in general, to defend like schoolboys. If no evidence is required about the oppressive nature of stress, or why these teams play dice with relegation came during a first half which was aggravated on commitment but low on quality.

Villa defensive wobbles have been well documented, but suffered a new low. Jobi McAnuff after Matthew Lowton was beaten to cross goalwards left and facing Akpan had hope, Baker, in the second column, place the right foot to clear only to lose, see the ball hit the base and roll, almost apologetically, in the network.

But Villa, created with a tight midfield three, had formed a space before the onset of these objectives. Benteke against the crossbar and a good opportunity Weimann went wide at the counter.

Villa had put in a glorious position, but lived on their nerves in the second half ever, but thought he had equalized when Hunt. McAnuff Cruz Melt The Hunt canceled in the middle and converted at the far post to cry injustice when the assistant referee signals for offside. Honda CR-V: car review

I went to New York last week. No, not that one ... that of Lincolnshire. Population 150 has two lanes - Shoal and Dogdyke - and, unlike New York (pop 8.5 million), is the name of the city of York, in place of the Duke of York, the future King James II. Caught in the middle of the marsh hedgeless majority, there is not much you can store in this small town, but as a driving destination I can not recommend it enough. Heading north of Cambridge and the end of the M11, head towards Ely and follow your nose to Boston, New York and Lincoln subsequently.

marsh which extends uninterrupted from horizon to horizon was drained centuries ago and is home to an impressive number of churches and cathedrals - towers as sharp peaks in the hospital otherwise flatlining reading . And through this ancient and, admittedly, rare landscape, run some straight, flat roads in Britain.

To take full advantage of these securities, which ideally would be related to something so low and flat and open as topography - a supercharged Caterham, perhaps, or maybe the beautiful New Jaguar F-Type. Unfortunately, I bobbling along a family SUV - the latest Honda CR-V. It is the fourth generation of the Swindon-built soft ground and more than 5 million have been sold worldwide. The largest market is the U.S., where it seems that everything was wearing a SUV sale, and in many ways this is exactly what the CR-V is -. Honda Civic wear utility

To be a moderate and capable vehicle, but the CR-V seems to divide opinion dramatically. The same month, a review

described the car as "the best 4x4 so far." It is interesting is that the two examiners agree on the underlying facts. Both said that the CR-V is reliable, capable, reassuring, comfortable, safe and effective ... It is difficult to know what an automaker must see if these six adjectives get a car bad writing. Larger women celebrated at inaugural London Plus Size fashion weekend

The organizers hope that the event

first of its kind in the UK - which coincides with the fashion week in London - make your mark

As the last round of fashion shows to launch in the capital, a very different type of fashion event is roaring back to life in east London. In a noisy and crowded Shoreditch, designers, models and bloggers from across the country come together to celebrate the official opening of the London Weekend More Fashion Size (LPSFW), two days of parades dedicated exclusively to women greater.

is the first event of its kind in the UK, which could not come soon enough for the women in the audience. Jo Swinson, Minister for Women and Equalities, opened the weekend with a speech suggesting the industry could learn from such an event.

"Twice a year the fashion community descends upon London. Rightly so, because we have a huge amount of pride in the fashion industry in London.

"But I think it says everything that is wrong with the industry that has an event for plus size women who are size 12 and over. Displays the industry n is not yet appreciate the diversity of beauty in this country, "said Swinson.

According to a recent survey conducted by the London College of Fashion, the average woman is a size UK 14-16.

buzzwords such as empowerment and pepper the air in celebration LPSFW, but a steel bar is based air frivolity. Najma Ali Goldstone and Keenan, two 25-year delay, the greater the size of the label Three One One, we're here to sell clothes.

"We love lace, sequins, leopard print crop tops orange -. Things like these, "says Ali, a high see-through collection of his spring / summer," you just want to wear a bra underneath. Some people say that tall women should not use this kind of thing, but do not listen to these people. "

Not everyone is enthusiastic LPSFW. Sarah Watkinson, 12 + UK Model Management, said: "This is a positive development, but we are not involved because our main goal modeling agency plus size curvy girls is to promote health and a subtle way, not to highlight their differences. "

plus size models is less rare on the slopes of what they were, and Robyn Lawley Crystal Renn modeled for, among others, Chanel, Ralph Lauren and Jimmy Choo. However, larger models are often presented as an addition to an exotic spectacle rather than a significant change.

A stylist, who spoke on condition of anonymity, said: "It is not only high fashion brands that do not want their designs are modeled by call girls big if I try on clothes for everyone. above a size 14, you get an apology and unanswered calls. Even high street shops catering to women of a certain size do not really want to advertising. "

Paul Doyle on the fears in France

With the best clubs to tighten their belts and have chosen the best players clubs like QPR French tax and Al Gharafa in Qatar

A French

featuring "The Toon" in the middle of floating fans traveling to Newcastle on Tuesday night, a tribute to the last wave of talent from all channels tricolor. In France, meanwhile, all waving a handkerchief stained with tears as fires Ligue 1 an increasing number of high level players. More most likely to come before the transfer window closes on Thursday.

When French President Fran?ois Hollande has announced its intention to impose a 75% tax on the salaries of players, I thought it was going to be celebrated as an equal. Many supported the proposal, but football clubs were horrified and complained that it would be "the death of French football" and against-productive, as it could cause an exodus of players and get nothing but the ruin of clubs because TV revenue and attendances would fall. believes that the league would cost € 1000000000000 French clubs. Holland eventually backed down, however, the exodus of players from Ligue 1 is gaining ground.

Lille Eden Hazard departure for the European champions, Chelsea, was a gesture that everyone concerned, as Olivier Giroud to Arsenal. People have long been accustomed to such transfers, especially since the 1990s, when France became a major exporter of talent, as the fruit of Clairefontaine was taken by the biggest clubs in England, Italy, Spain and Germany. But now, ranging from low-ranking international foreign clubs.

Virtually all teams the French first division is tightening their belts, the obvious exception of Qatar-owned Paris Saint-Germain. While Premier League clubs are set to benefit from a 71% increase in television season lowest income, League 1 TV deal seems to fall. The result is that most clubs are willing to listen to offers for the players and the players are ready to go.

Not only is there still talk to impose a surtax on the rich, but there are a growing number of destinations for players to choose from. With power increasingly globalized football, there is an increasing flow of players who choose to imitate M'Vila and head to Russia, Turkey, the Middle East, China and Brazil.

In the past, as a striker Guillaume Hoarau Loic Remy or could go to other French clubs once they become surplus to PSG and Marseille, respectively, but the clubs can not compete if Remy St?phane Mbia followed QPR and Aerbin Hoarau went to Dalian in China. Similarly, the Brazilian midfielder Nene, a leader of the Ligue 1 assist providers in recent seasons, has left PSG and Lille to Lyon, but for Al Gharafa, Qatar.
